Overview
Ko̠t Vdrol Ner was founded durring the late 11th century, by Zlêbrg̈ Ghuvnaget. The establishment of Ko̠t Vdrol Ner was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Ko̠t Vdrol Ner's construction back out of the project. Zlêbrg̈ Ghuvnaget pushed on reguardles, and Ko̠t Vdrol Ner was finished, but starts off as a terible place to live.
Ko̠t Vdrol Ner was built using the conventions of Wood Elven durring the late 11th century. Naturaly, all settlmentss have their own look to them, and Ko̠t Vdrol Ner is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Ko̠t Vdrol Ner is is constructed arround a series of broad packed earth mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town lacks any defencive features, though certainly constructing even a simple fence or digging a ditch is at the forefront of the 's mind. At least, one would hope so.
Ko̠t Vdrol Ner has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Ko̠t Vdrol Ner ’s existence has dried up and the town is drifting down the stream of history as it dries up. The locals seem to have responded to their slow downfall by recreating Ko̠t Vdrol Ner as one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which the town brings to mind.
Civic Infrastructure
Ko̠t Vdrol Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Ko̠t Vdrol Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Ko̠t Vdrol Ner's parks.
Ko̠t Vdrol Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Ko̠t Vdrol Ner.
Ko̠t Vdrol Ner has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Ko̠t Vdrol Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Ko̠t Vdrol Ner's public wards, blessings, and other arcane systems.
Ko̠t Vdrol Ner possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Ko̠t Vdrol Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ko̠t Vdrol Ner's natural decorations nor waterways.
Ko̠t Vdrol Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Ko̠t Vdrol Ner has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Ko̠t Vdrol Ner is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Ko̠t Vdrol Ner's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by towering round arches, massive stone and brickwork, small windows, thick walls, and a propensity for housing art and sculpture depicting mythological scenes. The building's general shape would be a clever and ascetic combination of geometric shapes, which would be blended together by joining elements. The style's decorative features were largely internal rather than external and incorporated semicircular arches for windows, doors, and arcades; barrel or groin vaults to support the roof of the nave; massive piers and walls, with few windows, to contain the outward thrust of the vaults; side aisles with galleries above them..
